He is either deluded or in cahoots. There is NO PRIVACY on the net. What people fail to realize is that as soon as they connect to the net their identity is exposed and tracked. The FBI used to collect information and keep files on all citizens. That method was extremely labour intensive and the cost was enormous. What they needed was a self-perpetuating system which not only convinced citizens to voluntarily input their own sensitive and incriminating information but was so enticing that they eagerly financed the creation and maintenance of the system themselves. The USA doesn't just have a policy of absolute control over the electromagnetic spectrum - they currently possess it.
The genius of such a system is that it is packaged and marketed as a commodity. By paying for the "service" directly, citizens are predisposed to defend it. Of course, there are other incentives. Threatening to shut it, or some aspect of it, down is particularly effective.

1Fortunately for Ventibaters, we don't give a flying fuck what Representative Couch thinks and I'd personally give better odds that pigs will one day fly than Mr. Couch's bill will get passed or even be taken seriously.
