I think he's talking about fast-food restaurants where the customer is expected to remove the food and tray from their own table. At least the considerate ones.

To exacerbate the stupidity, our local BK refuses to give more than 3 napkins to a customer because they say people waste them. When you tell them you want the napkins to CLEAN the fucking table you you can sit and EAT, they just look at you like, "Why do you need a clean table?" They are too lazy to even come out from behind the counter once in a while and clean up the spilled liquid and ice from in front of the beverage area. You'd think they might be concerned about potential lawsuits if someone fell?
