Sterilize the masses
The more stupid people are, the more children they seem to have. Whereas the higher level of education someone has the more they will consider their lifes fulfilled without the need to reproduce. simply because there is more to their lives than that. and their value is not measured by how many little mouths and hearts depend on them. You will see many couples with academic careers that choose not to have children. And you will also see ignorant people having 6 kids and pregnant with another one. They are selfish and needy. They need babies that depend and love them to feel worth. and they inevitably take much pride in "being a single mom of 7" or "hardworking parents of 5".
You will see these people screaming at their kids at supermarkets, you will see them treating their children to McHappyMeal on the week to shut them up, you will see them washing all those 6 children's clothing with biological washing power, you will see this people teaching their kids "finders keepers losers weepers", these are just examples of what these people do.
See my point?
The people that ought to reproduce for the benefit of humanity, the people who would educate their children to be decent active citizens choose not to. But the ignorant masses put more and more children in the world to claim benefits, to lay around doing nothing, until they themselves are able to reproduce with their 16 years old girlfriends and move into their parents backroom.
Sad reality.

I completely agree. I work at a school and you wouldn't believe how poorly some parents raise their kids. How about a financial incentive for sterilization? 5,000 dollars to anyone who didn't graduate high school to be sterlized or 5,000 to any woman who is homeless, addicted to drugs, in prison, etc, to be sterilized. This should be seriously considered.
