it's not illegal to have cameras in dressing rooms. if a store does have surveillance in its dressing rooms, the only stipulation is that only men may monitor male dressing rooms and women may only monitor female dressing rooms.

If they have cameras I'm pretty sure they also need to have stickers indicating they have surveillance in the dressing rooms. I know I would never try on clothes in a store with surveillance and I doubt that most women would, whether the person watching is a woman or not.
