Sheep worrying is a British law that originally applied and still does to someone allowing their dog to harass a sheep.
It was brought about to cover incidents where a dog "worried" the sheep but did not actually harm the sheep and therefore criminal damage did not apply.
However, it was extended about 60 years ago to cover human beings after a man was caught screwing another farmers sheep.
The farmer obviously being outraged that his sheep had been raped went to the local authorities but was told the man couldn't be charged with raping the sheep, or even criminal damage as in theory the sheep had not been damaged.
Hence the sheep worrying law was extended to be used to fine the individual who has sex with a sheep, his own or otherwise.
So now you know why a sheep goes "Baaaa". Its trying to say "BBAAAASTAARD!"
